Add 1 cup water; bring to a boil. Add flour and pepper all at once; stir vigorously. Cook and stir until mixture forms a ball that doesn't separate. Remove from heat; let stand about 5 minutes or until slightly cooled. Add eggs, one at a time, stirring vigorously with wooden spoon after each addition 1-2 minutes or until smooth. Stir in cheese. Use immediately or cover and chill up to 2 days. Place dough in a pastry bag fitted with 5/8" wide plain tip. On a greased baking sheet pipe dough into 32 mounds, each 1 3/4" in diameter. Sprinkle with Parmesan cheese. Bake at 400: for 20-25 minutes. Serve warm.
