Combine 1/4 cup soy sauce, sesame oil, and 1 tsp sugar. Pour over steak. marinate 1 hour turning several times. Meanwhile, in blender, combine remaining soy sauce and sugar, jalapenos, peanut oil, lime juice, fish sauce, peanuts, green onion and cilantro. Process until nuts are finely chipped. Grill steak over hot coals, turning once, until done as desired. Let stand 5 minutes. Slice steak thinly on diagonal and place in bowl. Pour half of the dressing over meat and toss to coat. On each of 4 individual plates, divide and arrange lettuce. Arrange meat, tomatoes, cucumber, and carrots on each plate. Pass additional dressing at table. Makes 4 servings.
