Add the lemon peels. Seal and set aside for 3 days. After 3 days, fill a large saucepan with the water. Add the sugar and bring to a boil; stirring frequently. Cook uncovered at a low boil for 4-5 minutes. Remove from heat and cool to room temperature. Add the vodka and lemon peels and set aside for 1 hour. Discard the lemon peels. Use a funnel to pour the vodka into bottles and seal tightly. Place in the freezer for 6-8 hours to chill completely.
